WebTerms. Hypoxic Ischemic Encephalopathy (HIE) or birth asphyxia are brain dysfunctions caused by a lack of oxygen or blood flow to the brain. This lack of perfusion causes damage to the brain and other organs. Hypoxia means not enough oxygen. Ischemia means not enough blood flow. Finally, the term encephalopathy refers to brain dysfunction.
